CIA cryptographer Charlie Heller, restoring a plane given by his wife Sarah, learns she's killed in a terrorist attack. At the CIA, Charlie uncovers a coverup by Director Alex Moore, involving politically-motivated drone strikes. Charlie identifies the terrorists responsible for Sarah’s death — Mishka Blazhic, Ellish, Gretchen Frank, and Horst Schiller — and demands resources to hunt them down.
Charlie trains with Colonel Henderson but is deemed incapable of killing. He tracks Gretchen to Paris, traps her in a clinic, but can't kill her. She dies in an accident after escaping. Charlie then flees to Marseille and Istanbul, where Inquiline, a Russian widow, helps him track Blazhic to Madrid. Charlie kills Blazhic by sabotaging a pool. He escapes Henderson's pursuit and travels to Romania to confront Ellish, forcing him to reveal Schiller’s location.
In Primorsk, Charlie confronts Schiller on his ship, but instead of seeking revenge, he exposes Moore and Caleb’s crimes. Schiller is captured, and Moore and Caleb are arrested. Charlie returns to work, visits Sarah’s grave, and completes his plane’s restoration, taking it for a flight.
